Tetsuo Kiryu is an important character in the Matchmaker story of The 25th Ward: The Silver Case. He is the chief of the Regional Adjustment Bureau and the direct superior of Shinkai Tsuki and Yotaro Osato.
Appearance and Personality[edit]
Kiryu is a heavyset bald man with a heavy brow. In most appearances, he is seen wearing a brown suit with a black tie. When visiting the hospital in "05 moon over 25, he wears a black suit and a blue tie. Kiryu is an imposing yet caring man who is diligent in his work to protect Ward 25's way of life, yet is conscience-stricken, both due to his empathy and the genuine care he shows for his subordinates.
