Kaoru Hachisuka is a minor character in the backstory of The Silver Case. He was the father of Tokio Morishima and Chizuru Hachisuka, and the mayor of Ward 24. However, he was killed and replaced by Uminosuke Hachisuka, who operated under Kaoru's name and identity until his death. It is unknown exactly when this occurred, though it must have been after Uminosuke acquired his silver eye in 1979, and likely not long after the implementation of the Shelter Kids Policy.
